Do I need a qualification to serve alcohol in England?

There is no legal requirement for individual servers to hold a qualification. Licensed premises operate under the Licensing Act 2003 and its four licensing objectives, and the designated premises supervisor holds a personal licence on behalf of the business. Staff training is the standard way premises evidence due diligence if a sale is ever challenged.
