The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person to appoint a sufficient number of competent people to help with fire safety and evacuation. For most workplaces that means having trained fire wardens.

There is no single number in law. It depends on the size and layout of the building, the number of people, the level of risk, and shift patterns, so cover is needed at all times the premises are occupied. The fire risk assessment sets the figure.
