About this course

What is health and safety level 3?

Level 3 is the supervisory and managerial tier of workplace health and safety training. Level 1 is basic awareness and Level 2 covers the safe practices an employee follows. Level 3 is for the person who designs those practices, briefs the team on them, and checks they are actually being followed on a busy shift.

Worth knowing: the levels are a training-industry convention, not a legal scale. No UK statute defines them.

Not by name. No law requires a course called “level 3”. What the law does require is that employers provide whatever information, instruction, training and supervision is needed to protect their people, under section 2 of the Health and Safety at Work etc. Act 1974, and that anyone given health and safety duties is competent to carry them out.

For a supervisor or manager, competence means more than the employee awareness tier. That gap is what this level of training exists to close.

Can managers be personally liable under the 1974 Act?

Yes. The Act places the general duty on the employer, but section 37 makes a director, manager or similar officer personally guilty of an offence committed by the company where it happened with their consent or connivance, or through their neglect. Penalties run to unlimited fines and, for some offences, imprisonment.

That is the legal reason supervisory training is treated differently from employee training. Once you direct other people’s work, neglect becomes your problem.

What do the Management of Health and Safety at Work Regulations 1999 add?

The 1999 Regulations turn the Act’s general duties into specific jobs: a suitable and sufficient assessment of the risks, appointing competent persons to help the employer meet its duties, and arrangements for planning, organisation, control, monitoring and review. Employ five or more people and the significant findings of the risk assessment must be written down.

What changes when you run a safe system of work instead of following one?

A safe system of work is a formal procedure built from a systematic look at a task, its hazards and the controls that manage them. At employee level you follow it. At supervisory level you write it, brief it, watch how it holds up in practice, and revise it when the job changes or a near miss shows a weakness.

Monitoring is the part most often skipped. A procedure nobody checks is a document, not a control.

Is this the same as an Ofqual-regulated level 3 qualification?

No. This course is CPD accredited, which means it has been independently reviewed against Continuing Professional Development standards. It is not a regulated qualification from a recognised awarding body regulated by Ofqual in England. If a job advert demands a regulated level 3 award, a CPD certificate will not substitute for it.
